A central SOE energy group → China-ETS compliance + an SBTi reduction pathway

As a key China-ETS emitter, the group must both comply steadily and answer a group-level SBTi target. AMT closed the loop with the data platform, organization-carbon, carbon-reduction and carbon-asset.

This case is fully anonymised and refers to no specific customer.

Customer
A central state-owned energy group (thermal + renewables, a key China-ETS emitter)

The group is among the first batch of key China-ETS emitters, running several thermal plants while scaling wind and solar. Power generation is the cornerstone of China’s ETS, requiring yearly emission reporting, allowance settlement and use of flexible mechanisms such as CCER; meanwhile the group has committed to a science-based-target-style (SBTi) medium- to long-term reduction pathway, needing compliance data and reduction planning connected. The customer’s carbon data was compliance-report-centric, lacking scenario modelling for reduction pathways and project-level reduction management.

The challenge

Under the twin pressure of compliance and cost, these were the core problems.

As a key emitter, compliance is demanding — reports and allowance settlement must be robust and verifiable.

A group-level SBTi target needs scenario modelling and project-level reduction management, absent in the old system.

Thermal-plus-renewables across many entities complicates definitions and splits compliance from reduction data.

The AMT approach

From the data foundation to compliant delivery — phased, end to end.

  1. 1
    Group-level data foundation

The L1 platform aggregates energy and emissions across business types and entities into one organization-carbon basis.

  2. 2
    Compliance & allowance management

Organization-carbon plus carbon-asset handle emission reporting, allowance settlement and flexible mechanisms such as CCER.

  3. 3
    SBTi pathway modelling

Carbon-reduction runs scenario modelling and target breakdown to plan the medium- to long-term pathway.

  4. 4
    Reduction-project loop

Reduction projects are tracked and verified, closing the loop between compliance data and reduction outcomes.

Outcomes

Beyond compliance — quantifiable savings and efficiency.

Closed loop
compliance + reduction in one loop
Group-wide
unified accounting across entities
Scenario-based
modellable SBTi pathway
−45%
less compliance-report effort

All figures are anonymised and shown as indicative ranges; they do not refer to any specific customer.

Compliance is the required routine; the reduction pathway is the chosen one. The hard part is putting both into one dataset — which is exactly why we brought in AMT.
